IEJ Seeks Disclosure of Legislative NDA

The Institute for Equity and Justice recently filed a Public Records Request with the Arizona House of Representatives seeking disclosure of the non-disclosure agreement (NDA) signed by former House Speaker, Russell Bowers, in 2022.

The NDA is critical to an understanding of the dealings behind the proposal $1 billion desalination plant in Sonora, Mexico, and how Arizona’s Water Infrastructure Finance Authority arrived at a deal to place $750 million from Arizona tax payers dollars into escrow for the deal.

The Arizona legislature has yet to produce the public record, or make any response.
